Carne Guisada with floor tortillas


3 pounds stew meat
1 tablespoon oil (lard, bacon fat, etc.)
1 medium onion, diced
1 small bell pepper, diced (optional)
3 tablespoons tomato sauce, or 1 large tomato , diced
1 teaspoon garlic powder or 3 garlic cloves, chopped
2 teaspoons cumin powder
2 teaspoons salt
1/2 teaspoon black pepper
2 tablespoons all-purpose flour
1 cup water or chicken broth
Flour tortillas, rice, Or mashed potatoes, for serving

In a large frying pan, bring the stew meat, onions to a simmer, and sauté the peppers (if using) over high heat.
Add tomato sauce (or tomatoes), garlic powder (or fresh garlic), cumin, salt, and pepper and stir well.
Dust the meat with flour and mix well. Add water (or stock) and mix well to avoid lumps.
Bring to a boil, cover the pot and reduce the heat. Simmer for 1 1/2 hours or until meat is tender.
Taste and adjust seasoning as needed.
Serve with rice, tortillas, or mashed potatoes.
